CDR Armando Solis has been the Senior Naval Science Instructor at Flour Bluff High School since the program's inceptiono in June 1993.
Commander Solis was born and raised in Brownsville , Texas . He attended parochial schools in Brownsville , and graduated as valedictorian from St. Joseph s Academy in Brownsville , Texas . He attended and graduated from St. Edward’s University in Austin , Texas in 1971 with a Bachelor of Science Degree Magna Cum Laude in Mathematics. Upon graduation from college, he was commissioned as an Ensign in the United States Navy and commenced a military career that spanned more than 22 years. During that career, Commander Solis was a submariner in the nuclear navy, was a government contracting officer, was a professional logistician specializing in aviation logistics.
Commander Solis was selected by the Navy to attend postgraduate school at the Naval Postgraduate School in Monterey , CA , and was awarded a Master’s Degree with Distinction in Operations Research/Systems Analysis. Following a two year sea duty assignment in San Diego , CA , Commander Solis was appointed by the Navy to teach Operations Research and Computer Information Systems at the Naval Postgraduate School for a period of three years.
Upon his retirement from the Navy in 1993, Commander Solis was selected as the inaugural Senior Naval Science Instructor at Flour Bluff High School , and was tasked to commence the start-up of the unit in June of 1993. From day one the program exceeded all expectations. It was selected as the best new program in 1993, and has been recognized as a Distinguished Unit every year since 1994. The Flour Bluff High School unit has been a Texas State Champion 12 times, has been a Navy National Champion 10 times, has been a Navy National Academic Champion 4 times, and has been an All-Service National High School Drill Team Champion 9 times. The Navy League has recognized the NJROTC Unit at Flour Bluff as the Best Unit in Texas 8 times, and as the Best Unit in the Nation twice.

Petty Officer First Class Storekeeper (SK1) David Pitts has been a Naval Science Instructor (NSI) since July 2000. He spent his first three years as an NSI at Mary Carroll High School in Corpus Christi, Texas. He joined Flour Bluff NJROTC in 2003. SK1 David Pitts was born in Los Angeles, CA and raised in Sacramento, CA. He currently teaches Naval Science 2 & 3, and he is the coach of the Color Guard, and Air Rifle/Pistol Teams.
Upon graduating from high school, Petty Officer Pitts enlisted in the Regular Navy on 11 June 1972. During his first 4 years of active duty he was stationed aboard the USS Mars (AFS-1) and her sister ship, the USS Niagara Fall (AFS-3). In June of 1976, SK1 Pitts was released from active duty, and for the next eight years he served in the Naval Reserves in two units located in the San Francisco Bay area.
Also during these eight years (1976-1984), SK1 Pitts worked in various civilian jobs and went to college using the Vietnam-era G.I. Bill. He earned an Associates Degree in Business Management from American River College in Sacramento, CA. He went on to attend California State University at Sacramento earning a Bachelor of Science Degree in Business Administration in 1986.
In September of 1984, SK1 Pitts returned to active duty serving in the Training and Administration of Reserves (TAR) community. For the next sixteen years, he served at Naval Reserve Centers in San Diego, CA; Bremerton, WA; and Columbus, GA. Upon arriving in the Corpus Christi area, he served with Naval Reserve Mobile Inshore Undersea Warfare Unit 108, the USS Inchon (MCM-1), and Shipboard Intermediate Maintenance Activity (SIMA). He retired from SIMA in June of 2000.
